Under rules set by the Secretary of Defense, the Secretary of the Air Force can run a program to teach undergraduate pilot skills to people from friendly, developing countries. Training must include language lessons and education about U.S. democratic institutions. The Air Force can provide travel, training gear and clothing, lodging, food, and health care. The Secretary can use Air Force funds to run the program and may pay a living allowance set by the Secretary that reflects similar military allowances.
