The Secretary of the Air Force can run the Inter‑European Air Forces Academy. The school gives military training to people from NATO countries, countries that signed the Partnership for Peace Framework Documents, and countries in the U.S. Africa Command area that are eligible under chapter 5 of part II of the Foreign Assistance Act of 1961 (22 U.S.C. 2347 et seq.). Training can happen only if the Secretary of State agrees and not for any country barred by other laws. The Air Force can provide travel, supplies, housing, food, and medical care for trainees. It can also pay a living allowance set by the Secretary, based on similar military rates. Costs can be paid from Air Force operation and maintenance funds.
