The federal government cannot spend money to enter long-term leases or charters for military aircraft, ships, or combat vehicles. It also cannot pay for leases that would leave the United States with a large bill if the lease is ended early. If the Secretary of Defense asks Congress to approve such a lease, the Secretary must send a cost comparison showing the expense to the United States (including lost tax revenue) of leasing versus buying. The Office of Management and Budget Director and the Treasury Secretary must review that analysis within 30 days and report in writing no later than 45 days. The Defense request must state how much of the money is for capital-hire and put that amount in the proper procurement account.
