Summary

Agency heads may make advance, partial, progress, or other payments on contracts for goods or services. They may also limit those advance or progress payments in requests for bids to small businesses. Prime contractor = main contractor; small business concern = the law’s small‑business category. For Defense, the Secretary must, as the law allows, aim to pay small‑business primes (and subcontractors if the prime agrees) within 15 days after a proper invoice, with no extra fees to the subcontractor.
