The Secretary of Defense must run, watch, and check programs that share research, development, and technology information. Those programs must connect Defense research centers, combatant commands, other DoD offices, federal research agencies, and—on a voluntary basis—private companies, research institutes, and universities. The Secretary must try to learn about science and tech advances wherever they happen and must create clear technical communications for the public, military users, acquisition teams, and decision‑makers that explain research successes and how they help national needs. "Defense research facility" is defined in section 4125(b).
