The Secretary of Defense must make each military service secretary, working with the Under Secretary of Defense for Acquisition and Sustainment, check how every major weapon system actually performs compared to the operational readiness requirements and materiel readiness goals under section 118(c). Each service secretary must find what causes any shortfalls, create and carry out a quick fix plan, and use the results when sending materials to Congress under section 118(c)(2) and when helping build the future-years defense program required by section 221. Within five days after the President’s budget goes to Congress under section 1105 of title 31, each service secretary must send a report to the congressional defense committees. The report must include results from the life-cycle sustainment plan review required by section 4324; explain how the assessments affected submissions under section 118(c)(2) and the future-years defense program under section 221; and, for any covered system that reached initial operational capability but missed materiel availability or operational availability goals for two consecutive calendar years (terms as defined in section 118), identify causes, give a mitigation plan for supply/maintenance/other issues, and describe the corrective action plan and its progress. The report must also summarize steps taken to meet requirements and goals as cost-effectively as possible. “Covered system” is defined in section 4324.
