Require the Secretary of Defense to list in each year’s defense budget the dollar amounts requested for advanced component development and prototype work in the research, development, test, and evaluation (RDT&E) budget. The budget must show amounts for three groups: acquisition programs of record; separate development, prototyping, and experimentation of weapon components or other technologies; and other items the Secretary chooses. Prototype funding must be grouped into capability, component, or technology portfolios and include short descriptions of the kinds of capabilities and technologies being funded or expected that year. "Budget" and "defense budget materials" are defined in section 234. "Commercial product" is defined in section 103 of title 41.
