The Director of the National Geospatial-Intelligence Agency can provide imagery intelligence and geospatial information help to foreign countries, regional groups with defense or security parts, and security alliances that include the United States. The Director may use money from NGA’s regular budget and may also use other funds to do this, but three limits apply: the money cannot be used for a purpose Congress already refused to fund; money from selling imagery or data can only buy similar replacement items; and the authority cannot be used to buy things mainly for the benefit of the United States. The Director can also buy items or services on behalf of foreign countries. Any action that involves imagery intelligence, intelligence products, or support to a foreign intelligence or security service must be coordinated with the Director of National Intelligence.
