Title 10 › Subtitle Subtitle A— - General Military Law › Part PART V— - ACQUISITION › Subpart Subpart H— - Contract Management › Chapter CHAPTER 365— - CONTRACTOR WORKFORCE › § 4702

Last updated Apr 6, 2026|Official source

Summary

The Secretary of Defense must create incentives for contractors who run approved training programs that grow their workforce to meet the Department of Defense’s needs. The Secretary must also change the DoD rules used in the Federal Government past‑performance system so reviewers consider whether an offeror’s training program is available, high quality, and effective when rating past performance. A "qualified training program" means one of: a program eligible for funds under the Workforce Innovation and Opportunity Act (29 U.S.C. 3101 et seq.); a program eligible under the Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C. 2301 et seq.); a program registered under the Act of August 16, 1937 (50 Stat. 664; chapter 663; 29 U.S.C. 50 et seq.); or any other program the Secretary finds meets DoD workforce needs.
