Within 10 days after the President’s budget is sent to Congress under section 1105 of title 31, the Under Secretary of Defense for Acquisition and Sustainment must send a report to the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the congressional defense committees about unfunded priorities that would help fix gaps or weaknesses in the national technology and industrial base. For each unfunded priority the report must give a short description and the goals if it were funded, the extra dollar amount needed, and account details as applicable (for example Line Item Number (LIN), Program Element (PE) number, or Sub‑Activity Group (SAG)). The report must list the priorities in order of urgency. Unfunded priority: a program, activity, or mission need in the national technology and industrial base that is not in the President’s budget, is needed to address a gap or vulnerability, and would have been recommended for funding if extra resources had been available or if it had appeared before the budget was made.
