The Secretary of Defense must create the "Manufacturing Engineering Education Program" to give grants or awards that improve or start manufacturing engineering education programs that support the Department’s mission. Grants can go to businesses, nonprofit groups, colleges, or partnerships of those. The Secretary must set up the program with help from the Secretary of Education, the Director of the National Science Foundation, the Director of the Office of Science and Technology Policy, and other federal agency leaders as needed. The program must work with the Department’s advanced manufacturing efforts and, as much as possible, spread awards so they are not all in the same place. Funded programs must be combined, multidisciplinary education efforts. They should include classroom and lab work, projects, internships or co-op jobs, faculty development and recruitment, seminars and workshops, industry partnerships, curriculum updates, workforce training, joint work with defense labs and outreach to service members, families, veterans, and DoD employees. Students must get work experience and industry-linked learning that improves teaching and problem solving. The Department will ask for proposals, judge them competitively, and pick ones that, at minimum, are innovative; show real resource commitment; involve industry or government partners; include strong U.S. industry participation; attract top students; use qualified staff; are likely within three years to gain non‑Federal support to continue; actively recruit women, minorities, and people with disabilities; and teach advanced manufacturing and new production technologies. The term “institution of higher education” means the meaning given in section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)).
