The Secretary of Defense may keep lists of privately owned plants in the United States, and in its territories, Commonwealths, and possessions, that either make weapons, ammunition, or parts now, or could be quickly turned into ammunition factories and have enough capacity to be worth converting. The Secretary may get full information about what each plant can make, its equipment, and its production capacity. For plants that can be converted, the Secretary may also make detailed plans for how to change each one into a factory for ammunition or parts.
