If, after December 31, 2011, the President plans a change to the systems used to deliver the United States' strategic nuclear weapons, the President must send Congress a report at least 180 days before the change takes effect. The report must explain how the change will keep an appropriate mix of those delivery systems for current and expected threats, compared with the current force.
