The Secretary of Defense must charge a fee when providing a loan guarantee under this program. The fee has to be at least 75% of what it costs the Department to provide the guarantee. Fees go into a special Treasury account. Money in that account can be used, as Congress allows, to pay the program’s administrative costs. If the account lacks enough money in a fiscal year, the Secretary may use up to $500,000 from Defense-wide operations and maintenance funds and must repay those amounts from the special account later.
