When the President sends Congress the annual budget for fiscal years 2025 through 2029, the Secretary of Defense must also send the congressional defense committees a yearly report on the Department of Defense's Electromagnetic Spectrum Superiority Strategy. The Secretary must prepare the report with the DoD Chief Information Officer, the Chairman of the Joint Chiefs of Staff, and the secretary of each military department. Each report must explain the DoD’s spectrum strategy, say how it supports the national defense strategy under section 113(g) of this title, and show who in the organization runs the strategy and related programs. It must list all spectrum operations acquisition programs and research projects and explain how each one fits the strategy. For every unclassified program the report must name the senior acquisition official and oversight office; say whether requirements were validated and give the validation date and authority if so; show funding appropriated, obligated, and forecasted by fiscal year and the program element or procurement line number; give the schedule; assess cost, schedule, and performance versus baselines; list technology readiness levels for key technologies; note any overlap with other military departments; and state the capability gap the program fills. A classified annex must give the same details for classified programs.
