At least 30 days before a selection board meets to recommend officers for promotion, the Secretary in charge must give written notice. The notice can be sent to each eligible officer or to the whole service. It must say when the board will start and name the junior and the senior officer in the promotion zone, with each officer’s date of rank as of the notice date. An eligible officer may send a written statement to the board. It must arrive no later than 10 calendar days before the board starts. The board must consider any timely statement.
