Requires the Administrator to send the Secretary of Energy, by September 30 of every even-numbered year, a report on security at facilities holding Category I and II quantities of special nuclear material that the Administration runs, plus a written statement that those facilities are secure and meet Administration and Department of Energy standards. If the Administrator cannot make that statement for a facility, the Administrator must include a corrective action plan saying what the problem is, how it will be fixed, and the timeline for fixes. By December 1 of each even-numbered year, the Secretary must send the Administrator’s report, statement, and any plans to the congressional defense committees without changes and may add comments. By December 1 of every even-numbered year the Secretary must also send the congressional defense committees a report and written statement about security at atomic energy defense facilities holding Category I and II special nuclear material that are not run by the Administration. If the Secretary cannot make that statement for a facility, the Secretary must include a corrective action plan describing the deficiency, the corrective actions, and the timelines.
