The Secretary of Energy must train DOE and contractor employees to protect classified information and to spot spying and counterintelligence risks when they take part in lab-to-lab exchanges. The Secretary must also create a pool of specially trained staff to protect those who travel abroad for these exchanges, and the Director of Intelligence and Counterintelligence may assign at least one of them to accompany groups to sensitive countries.
