Within 30 days after the National Defense Authorization Act for Fiscal Year 2016 (Public Law 114–92; 129 Stat. 726) was enacted, the Secretary of Energy, working with the Administrator, must make sure that analyses of alternatives are done using best practices for the Administration’s capital asset projects, its nuclear weapon life extension programs, and defense environmental management projects. Also within 30 days, the Secretary, with the Administrator, must develop cost estimates for those same projects using cost estimating best practices. Within two years after enactment, the Secretary must update the Department of Energy’s capital asset project management order and the nuclear weapon life extension program procedures so they require these best practices for cost estimates and analyses of alternatives.
