The Energy Secretary must send the Administration’s proposed budget request for nuclear weapons to the Nuclear Weapons Council each fiscal year before sending it to the Office of Management and Budget for the President’s budget. The Council will review that request under its review rules. If the Council sends a written description of issues and funding needs, the Energy Secretary must add an appendix to the OMB submission showing the funding levels and initiatives the Council identified and any extra comments the Secretary wants to include. The Secretary must also give that appendix to Congress with the Department of Energy’s budget justification that goes with the President’s budget. When the Energy Secretary sends the Department of Energy’s budget request to OMB for the President’s budget, the Secretary must also send a copy of that DOE budget request to the Council.
