The Administrator can allow a covered nuclear weapons facility manager to run projects to research, develop, and demonstrate engineering and manufacturing skills so those capabilities are kept and improved. Each fiscal year, no more than 2 percent of the money that a covered facility receives from the Department of Energy’s national security program funds may be used for these projects. Covered facilities are: the Kansas City Plant (Kansas City, Missouri), the Y–12 Plant (Oak Ridge, Tennessee), the Pantex Plant (Amarillo, Texas), the Savannah River Plant (South Carolina), and the Nevada Test Site (Nevada).
