Allows the Administrator to use passenger carriers to move contractor employees between a covered facility and a mass transit point when it helps carry out the Administration’s mission under section 3211 (50 U.S.C. 2401). Management and Operating contractors may voluntarily send a plan through their contracting officer to offer such transportation. The Administrator must review plans and can approve them. Plans can cover parking, road work, buying property, transport services, and help with commuting costs. Each plan must say how it helps the mission, saves or benefits the government, what benefits will be provided and how costs will be tracked, and how it will reduce traffic, cut commute times, and help hire and keep workers. Approval can be delegated to the Senior Procurement Executive. The Administration may repay contractors from its appropriated funds for approved costs. When carrying out approved plans, the Administrator should use alternative fuel vehicles when practical, make sure the spending supports the mission under section 3211 (50 U.S.C. 2401), and not count time spent on the transport as work hours. Definitions: contractor employee = worker for a Management and Operating contractor or any subcontractor; covered facility = a facility that supports the mission under section 3211; Management and Operating contractor = contractor that runs a covered facility; passenger carrier = any vehicle, aircraft, boat, ship, train, or similar transport provided by the Government or its contractors.
