Defines three groups of officers used for promotion decisions: promotion zone, officers above the promotion zone, and officers below the promotion zone. Promotion zone — officers in the same rank and competitive group who are eligible for promotion and who meet the selection-history rules. For ranks below colonel (Army, Air Force, Marine Corps, Space Force) or below captain (Navy), they must not have failed selection or been removed from a recommended list (unless they were put on that list after being selected from below the promotion zone). For colonel or brigadier general (Army/AF/Marines/Space Force) or captain or rear admiral (lower half) (Navy), they must have been recommended when considered in the promotion zone and not removed, with the same exception. They also must be senior to the officer the department Secretary names as the junior member of the promotion zone. Officers above the promotion zone — officers in the same rank and group who are eligible for promotion and who are senior to the senior officer in the promotion zone. Officers below the promotion zone — officers in the same rank and group who are eligible for promotion and who are junior to the junior officer in the promotion zone.
