The Secretary of Defense must create procedures, with advice from the Chairman of the Joint Chiefs of Staff, to oversee the careers of joint-qualified officers and other officers who serve in joint roles, and to monitor implementation of the career guidelines in section 661(e). The Secretary must also strengthen the Joint Staff so it can track promotions and assignments of those officers and advise the Chairman on joint personnel matters.
