There must be five Assistant Secretaries of the Army. The President picks them from civilian life, and the Senate must confirm them. The Secretary of the Army gives them their jobs and powers. One assistant handles manpower and reserve affairs. One handles Civil Works and oversees Army programs for national water resources, such as flood control, navigation, and shore protection. One is for Financial Management and must come from people with strong budget, finance, or audit experience in complex organizations; this person runs Army financial operations and advises the Secretary on money matters. One is for Acquisition, Logistics, and Technology and oversees buying, technology, and logistics. That assistant has a Principal Military Deputy who is an active-duty Army officer with acquisition and program management experience; that deputy is a critical acquisition position under section 1731 and may serve as Acting Assistant Secretary for up to 1 year if needed. One is for Energy, Installations, and Environment and oversees energy, bases, and environmental issues.
