Requires the Secretary of the Army to keep the Ranger Training Brigade staffed so at least 90 percent of the authorized officer slots and 90 percent of the authorized enlisted slots are filled at all times. "Required manning spaces" means the number of personnel positions listed in Army authorization documents as needed for the unit. Also requires the Army to create and keep a "safety cell" for each of the three major phases of the Ranger Course in each training area. Safety cell members must have year‑round local experience with terrain, weather, water, and climate and must be assigned in enough numbers to advise commanders and help make daily decisions about whether training can safely go ahead.
