Summary

If a Senator can't send in all their cadet nominations because they died, resigned, or were removed, and their replacement isn't sworn in before the nomination deadline, the other Senator from that state can make those nominations instead. If a Representative can't send in all their cadet nominations for the same reasons and their replacement isn't sworn in before the deadline, the state's Senators split the nominations equally, with any extra going to the senator who has served longer. Nominations made this way do not permanently change how nominations are divided.
