Creates a Board of Visitors for the Academy each year and says who must be on it. Members include the chairs and ranking members of the Senate and House Armed Services Committees (or their designees); two other senators chosen by the Senate Majority Leader and two by the Senate Minority Leader (each pair must include one Appropriations Committee member); two other Representatives chosen by the Speaker (one must be on House Appropriations) and two chosen by the House Minority Leader; and six people the President names. The President’s appointees serve three-year terms, with two new presidential appointees named each year. If a member dies or resigns, the official who named that member picks a replacement for the rest of the term. The Board must visit the Academy at least once a year and may make extra visits with the Army Secretary’s approval. It looks into morale, discipline, curriculum, instruction, equipment, finances, academic methods, and other Academy matters it chooses. Within 60 days after the annual visit the Board must send a written report to the President and to the Armed Services Committees of the Senate and House; reports of other visits approved by a majority must be sent within 60 days of approval. With the Secretary’s OK the Board can use advisers. Members and advisers are paid travel expenses under government travel rules. A majority of the Board may call one official meeting per year, and members may attend in person at the Academy or remotely.
