The Secretary of the Army may let the Academy Superintendent accept competitive research grants for projects done by Academy professors or instructors in science, literature, or education. Only grants won in competition and only work done by Academy faculty qualify. Grants must come from groups like corporations, foundations, or schools that exist mainly for science, literature, or education. The Secretary must set up an account to hold the money. The Superintendent must spend the funds under the grant rules and Army regulations. Academy appropriations may pay costs of applying for grants if allowed by spending laws. The Secretary must write rules to run this.
