The Secretary of the Army can let the Commandant of the Army War College accept certain research grants. The grants must pay for work done by a College professor or instructor and must be for scientific, literary, or educational projects. Grants must be won competitively and come from groups like corporations, foundations, funds, or schools that are mainly set up for those purposes. The Secretary must set up an account to hold the grant money. The Commandant must use the funds under the grant rules and Army regulations. With limits set by appropriations laws, Army funds may pay costs the College has when applying for these grants, and the Secretary must write rules to run the program.
