The Secretary of the Army, with the Secretary of State's agreement, may provide goods and services at Kwajalein Atoll to the Republic of the Marshall Islands government and other approved users, including travel between atolls. The Secretary of State can stop any provision that would conflict with the Compact of Free Association or related agreements. The Army may charge the Marshall Islands and approved users for those goods and services, but only up to the actual cost to the United States. Army funds can cover necessary expenses. The Secretary of the Army must write rules to make this work.
