Under the rules in 40 U.S.C. 121, an Army branch, office, or officer the Secretary names may sell, without public advertising and at prices the Secretary thinks reasonable, two kinds of surplus: old small arms, ammunition, and related gear to patriotic organizations for military purposes; and old brass or bronze cannons, carriages, and cannon balls for use in public parks, public buildings, and soldiers’ monuments.
