Summary

Allows the Secretary of the Army to make a deal with the Army Historical Foundation to design, build, and run a facility at Fort Belvoir, Virginia, called the Heritage Center for the National Museum of the United States Army. The Center must care for, store, and show Army artifacts and artwork and can also support education, training, research, and related activities as the Secretary approves. The Secretary must approve the Center’s design. For each part of the project, the Secretary can take money and gifts (including materials and services) or let the Foundation hire builders. When a part is finished and the Foundation has met its financial duties, the United States takes ownership and control. Under rules set by the Secretary, the Army Center of Military History commander may accept and use personal-property gifts worth $250,000 or less for the Museum or Center. The Secretary may lease parts of the Center to the Foundation for revenue and administrative use; rent cannot exceed the Center’s yearly operations and maintenance cost, and those payments must be used to run the Center. The Secretary may add other terms to protect U.S. interests.
