The Navy must have a Director of Small Business Programs who the Secretary of the Navy appoints. The Office of Small Business Programs in the Navy is the office set up under section 15(k) of the Small Business Act (15 U.S.C. 644(k)), and the Director runs that office. The Director must carry out the Navy’s small-business duties and use the powers the Secretary gives. Section 15(k) of the Small Business Act applies to the Director, except for the parts that name the Director and the Office.
