Creates a Headquarters, Marine Corps inside the Department of the Navy. Its job is to help the Secretary of the Navy carry out the Secretary's duties. The Headquarters includes the Commandant, the Assistant Commandant, the Deputy Commandants, the Staff Judge Advocate to the Commandant, other Navy and Marine personnel assigned there, and civilian employees assigned there. Unless another law says otherwise, the Secretary decides how the Headquarters is organized and what jobs and titles people have.
