Headquarters, Marine Corps must give expert help to the Secretary, the Under Secretary, the Assistant Secretaries of the Navy, and the Commandant of the Marine Corps. Under the Secretary of the Navy’s control, it must, subject to subsections (c) and (d) of section 8014, make plans for using and supporting the Corps (covering recruiting, equipping including R&D, training, mobilizing, administration, and maintenance), check and report on efficiency and readiness to support combatant commanders, write and oversee instructions for approved plans, coordinate Marine Corps organizations when ordered, and do other duties the Secretary assigns that are not set by law.
