Summary

If a Senator cannot turn in all of their midshipman nominations because they die, resign, or are expelled and their replacement is sworn in after the nomination deadline, the other Senator from that state may make those nominations. If a Representative cannot do so for the same reasons, the two Senators split the nominations equally and any extra goes to the senior Senator. Nominations made this way do not permanently change who gets nomination slots.
