The six presidential appointees serve three years. If a member’s term ends, they stay until a successor is named. If someone dies or quits, the official who named them picks a replacement. The Board must visit the Academy once a year and can make other visits with the Navy Secretary’s OK. The Board looks into morale, discipline, curriculum, teaching, equipment, finances, academic methods, and other matters it chooses. Within 60 days after the annual visit it must send a written report to the President and the Armed Services Committees of both houses. Reports from other visits go to the same places if a majority of the Board approves, and are sent within 60 days after approval. With the Secretary’s approval, the Board may bring advisers. Board members and advisers are paid travel costs under government rules. A majority can call one official meeting each year. Members may attend in person at the Academy or join remotely if they choose.
