The Secretary of the Navy can allow the Academy Superintendent to accept competitive research grants when an Academy professor or instructor will do the work for scientific, literary, or educational purposes. Grant money must go into a special account and be spent under the grant terms and applicable rules. Congress-approved funds may pay grant-application costs when allowed, and the Secretary will write rules to run the program. Qualifying grant: a competitively awarded grant for scientific, literary, or educational research. Eligible source: a foundation, school, corporation, or similar group set up mainly for those purposes.
