The Secretary of the Navy may treat Navy appropriated money for certain Naval Academy athletic or recreational extracurricular programs as if it were nonappropriated funds. That money can then be spent under the rules that apply to nonappropriated funds and will stay available until it is used. The defined term means a Naval Academy athletic or recreational extracurricular program that (1) is not a morale, welfare, or recreation (MWR) program, (2) gets appropriated funding, (3) also gets support from a nonappropriated fund instrumentality, and (4) is not a private organization and is not run by one.
