The Secretary of the Navy may make an agreement with one or more eligible nonprofit groups to design, build, and keep up a new multipurpose building called the Naval Innovation Center (NIC) at the United States Naval Postgraduate School. The NIC will bring people together to create and speed the use of new technologies and practices for the Department of Defense. It will also support education, training, research, and related activities for the Naval Postgraduate School and the Department of Defense, as the Secretary decides. The Secretary may take money, property, or services from partners or other covered entities to help build or maintain the NIC. The Navy may accept gifts and bequests for the NIC under section 2601 of this title, except subsections (b), (c), and (e). Donors may be recognized under rules the Secretary sets. Donated property may be sold at arm’s length with an audit trail, and money and sale proceeds go into a Treasury fund for the NIC. The Secretary can add contract terms to protect U.S. interests. Definitions: covered entity — a state-based business or a nonprofit; eligible nonprofit organization — a tax-exempt 501(c)(3) whose main purpose is to support and run the Naval Postgraduate School; partner organization — an eligible nonprofit that signs an agreement under this law.
