The Secretary of the Navy can let the President of the Naval War College accept certain research grants. The grants must be for work done by a college professor or instructor and must support scientific, literary, or educational projects. Grants must be awarded competitively and come from organizations that exist mainly for those purposes. The Secretary will set up an account to manage the grant money. The College must use the funds under the grant rules and Navy rules. Navy money may pay costs of applying for grants if Congress allows. The Secretary will make rules to run this program.
