The Secretary of the Navy may let the President of the Marine Corps University accept research grants for work done by a professor or instructor at the University for scientific, literary, or educational purposes. The Secretary must set up an account to hold those grant funds. The University must use the money following grant terms and the rules the Secretary makes. With limits set by Congress, University appropriations can pay costs of applying for those grants. Qualifying research grant: a competitively awarded grant for scientific, literary, or educational research. Eligible donors: corporations, funds, foundations, schools, or similar groups that mainly do scientific, literary, or educational work.
