The Secretary of the Navy can award a contract to dismantle a ship on a net-cost basis. Under that kind of contract, the contractor may keep the money from selling scrap and reusable parts taken from the ship. Net-cost basis means the Navy’s payment is reduced by the contractor’s estimate of the value of scrap and reusable items. Scrap means property that only has value for its material. Reusable item means a demilitarized component or removable part the Navy has declared excess but can be sold.
