Starting one year after the date of the enactment of this section, the Secretary of the Navy must make type commanders the main leaders in charge of maintenance, repair, sustainment, and readiness for covered vessels. The Secretary must also make sure regional maintenance centers work under and support those type commanders. Each type commander must oversee all maintenance and repairs done at private shipyards for the ships they control and must set priorities and approve contracts for that work. Also starting one year after the date of the enactment of this section, the project manager, the port engineer, and the ship’s commanding officer may together decide what work will be done during an overhaul and can change priorities if it fits the budget and schedule. They must report directly to the type commander about the maintenance. Contracting officers must run contracts to match those joint decisions. Definitions: covered vessel = a non‑nuclear naval surface ship; port engineer = technical advisor on repairs; project manager = person who runs the overhaul; regional maintenance center = Navy group that supports ship maintenance in a region (includes Mid‑Atlantic in Norfolk, VA; Southwest in San Diego, CA; Southeast in Mayport, FL; and Hawaii in Pearl Harbor, HI); type commander = the flag officer who leads a naval surface force (for example, Commander, Naval Surface Force, Atlantic or Commander, Naval Surface Force, Pacific Fleet).
