Lets the Secretary protect and consolidate United States oil lands. The Secretary can make contracts with owners and lessees of land in or next to naval petroleum reserves to conserve oil and pay for estimated drainage instead of drilling offset wells. The Secretary can also acquire private land or leases inside Naval Petroleum Reserve Numbered 1 by trading U.S. reserve land, royalty rights, or money owed for wrongful petroleum removal. All agreements must be reported to Congress each year.
