Anyone harmed by a stay may send written notice to the Secretary of the Navy asking him to reconsider and issue a new certificate. The notice must identify the stay and must not state facts about the case. Within ten days the Secretary must hold a secret meeting to hear them, and within ten days after must file with the court a new certificate saying whether the stay ends or continues; if he fails, the court must order filing.
