The Secretary of the Navy must set up a program called the National Oceanographic Partnership Program. Its main job is to use better knowledge of the ocean to help national security, grow the economy, protect quality of life, care for the environment, and improve science education and public communication. The program must build partnerships among federal agencies, colleges, industry, and others to work on ocean science, data, technology, resources, education, and communication. It must also fund, plan, and carry out ocean research projects using grants, contracts, cooperative agreements, or similar means that support those goals.
