The Secretary of the Navy may lend, at no cost to the United States, magazine rifles and related parts that are not current Navy service models and are not needed for reserve stocks to schools that have a uniformed corps of midshipmen large enough for target practice. The Secretary may also provide 40 rounds of ball cartridges for each midshipman for each range, but no more than 120 rounds per midshipman each year. The schools must use the items only for target practice, keep them in good condition, and return them when asked. The Secretary must write rules to protect the United States’ interests.
