When an officer finishes serving as Superintendent of the Air Force Academy, the Secretary of the Air Force must retire that officer under whatever retirement rules the officer qualifies for. The Secretary of Defense can allow the officer to stay on for a good reason. If that happens, the Secretary of Defense must send a written notice to the Senate and House Armed Services Committees explaining why and saying the President plans to nominate the officer for a new job. Any such nomination and appointment must be approved by the Senate.
